The market for readers of Roo on the Roof would be general picture book readers and also children who visit zoos. I have been to many zoos all over the world and most of them have gift shops. - I would approach the zoos I am familiar with (if shipping isn't an issue) and those nearest to where I live and see if they will stock Roo on the Roof. A great stacking toy of the animals on top of each other would be great merchandise alongside the book if funds allow. They may even hand out bookmarks at the counter with the tickets!
- There are many local establishments that I could approach to stock my book and promotional SWAG as well as all local bookstores and libraries. There are popular reading programs at local libraries that I could ask if I could read my book in.
- I would use social media to some degree in the promotion, through facebook, blog tours (select far reaching blogs only, not all the ones with the same readership) and I would go on Blog Talk Radio. A competition could be to ask readers what you should do if you ever get stuck on a roof and the winner could win a signed book and the stacking toy or a puppet of a main character.
- For school visits I would use puppets or a couple of stuffed toys of Giraffe and Elephant which I already have and maybe buy the full range of characters and see if kids can balance them on top of each other as in the story.

I like the idea of a competition, but... your book seems more playful than educational (maybe I'm wrong, but that's the sense I get from what I remember about your description), so you should have a playful competition. Maybe a contest to see who can come up with the zaniest solution to a silly problem.
Also, if you are looking for zoo distribution, it seems like the best way to start is to have your publisher (or their distributor) contact the Association of Zoos and Aquariums. Failing that, then try your local zoos. (I might be totally wrong, though. I don't have any experience in this area.)
